According to the Church's command, "after having attained the age of discretion, each of the faithful is bound by an obligation faithfully to confess serious sins at least once a year." (The Council of Trent)

"Individual and integral confession of mortal sins followed by absolution remains the only ordinary means of reconciliation with God and with the Church." (The New Catechism 1497)

If possible, diocesan bishop can allow specific parish to have the Rite of General Absolution. (Canon Law 961)

In this case, for the absolution to be valid the faithful must have the intention of individually confessing their sins in the time required. (The New Catechism 1483)

Personal confession is the form most expressive of reconciliation with God and with the Church. Thus, all parishioners, who have received the General Absolution in the past, must confess theirs sins individually before receiving the General Absolution this time.
